NSOI first engaged Kazakhstan in February 2006 and reached agreement on a joint action plan with the Government of Kazakhstan in September 2006.

The joint action plan includes 34 priority steps to improve Kazakhstani capabilities; 20 of these steps involve ongoing efforts that need to be completed, and the remaining 14 involve new efforts that should be undertaken.

The joint list of priority assistance projects includes 2 projects on radioactive sources, 2 on border detection, and 1 each on forensics and anti-corruption training.
